List devices with optional filters

/api/v1/devices

Requires verified operator claims supplied by Caddy/AuthCrunch with device-view permission. Any Phoenix-owned device scope is applied before filtering; forwarded device-scope headers are ignored. In local development, requests without claims get default operator permissions. The same list is available as a generated route under /api/json/device_runtime/devices.
